2010 Information - Updated September 18, 2009

First (1st) Iteration

At Memorial the 1st Iteration will include two parallel streams i.e. CMG Stream and IMG Stream. There will be no crossovers or transfers across the two streams.

CMG Stream - The CMG Stream will be open to graduates of LCME/CACMS accredited schools who were NOT previously registered in a postgraduate medical training program.

IMG Stream - The IMG Stream will be open to International Medical Graduates who have not had previous North American post-MD/clinical training.

The 2010-2011 Match will have positions available for the International Medical Graduate (IMG) Stream.

Second (2nd) Iteration

All unfilled positions (from both streams) will be open to individuals meeting criteria as outlined in tables - Eligibility - Provincial Criteria http://www.carms.ca/eng/r1_eligibility_prov_e.shtml.

Provincial Terms and Conditions for IMG Stream

Must be a Canadian Citizen or Permanent Resident and submit one of the following:

Notarized/certified copy of

  1. Canadian Birth Certificate
  2. Passport page showing Canadian Citizenship
  3. Canadian Citizenship Certificate
  4. Record of landing, clearly showing the date of landing
  5. Permanent Resident Card (both sides of card)

Preference will be given to individuals who provide proof of acceptable results in a standardized assessment program such as Clinical Skills Assessment and Training (CSAT) program or equivalent.

All individuals matched through the IMG Stream (1st and 2nd Iteration) will be subject to a mandatory Return of Service (RoS); credit may be considered for years of prior clinical service in NL where RoS agreement is with NL.

For licensure requirements (including IMGs) see College of Physicians and Surgeons section.

Return of Service

In the 2010 CaRMS Match all IMG Stream residency positions will require Return of Service (RoS) commitments in the Province of Newfoundland and Labrador.

  • In the first iteration of the CaRMS Match, these positions will be available to International Medical Graduates (IMGs) only.

  • In the second iteration of the CaRMS Match, both IMGs and Canadian medical graduates (CMGs) will be eligible to apply for these positions. Those individuals (IMG or CMG) who are matched through CaRMS to residency positions associated with Return of Service (RoS) commitments will be required to sign a contract for RoS to an area of "need" within the province.

RoS Contract - The RoS contract that will be employed has been developed jointly by the four Atlantic Provinces and incorporates a length of return service equal to the number of years the physician spent in his/her residency training program.

Failure to Complete Residency - If a resident is unable to complete his/her residency due to a fault attributable to him/herself, repayment at a rate of $5000 per month of residency completed, plus interest at the prime rate and an additional 2% of the total repayment value, will be required.

In cases where a resident is unable to complete his/her residency due to a fault not attributable to him/herself, the sponsor will be granted discretion to determine whether the resident will be required to repay monies to the sponsor. This discretion will also be afforded to the sponsor in cases where the resident is unable to complete the residency due to a fault attributable to him/herself during the first three months of the program.

Failure to Complete RoS - In situations where a physician does not fulfill his/her ROS obligation, he/she will be required to repay $5000 per month of service remaining, plus interest at a rate of prime plus 2%.

RoS - No areas of "Need" - If there are no areas of "need" for the specialty within the province at the time of graduation, the repayment requirement may be waived by the sponsor if an acceptable solution can be determined between the physician's sponsor and another Atlantic Province. If no suitable position can be found for the physician within the Atlantic Provinces, he/she will be relieved from repayment.

College of Physicians and Surgeons of Newfoundland and Labrador Educational Registration (Licensure)

All Residents must meet the licensing criteria for registration with the College of Physicians and Surgeons of Newfoundland and Labrador (CPSNL) for postgraduate medical education.

The following are Educational Register requirements for the College (CPSNL):

  1. The medical school of graduation must be an approved school and listed in the World Health Organization list of medical schools or with FAIMER. Certain international medical schools may be required to have graduated medical students for at least ten years prior to the graduation of the applicant.

  2. IMGs must have a passing score in the Medical Council of Canada Evaluating Exam; consideration will also be given to successful completion of other MCC exams.

    Applications for the MCCEE and the MCCQE (part 1) are available from most Canadian Employment and Immigration Commissions outside of Canada.

  3. IMGs must be fluent in English and may be required to obtain Test of English as a Foreign Language (TOEFL) and Test of Spoken English (TSE) as follows:

    • TOEFL - Minimum score of 580 (paper based) or 237 (computer based) as well as TSE - minimum score of 50

      or

    • TOEFL iBT (Internet based) - score of 92 - see required minimum scores for each category on the CPSNL website: http://www.nmb.ca/PolicyDocument.asp?ID=39


    NOTE: Scores that are less than those stated above will not be considered.

  4. Current year graduates must satisfactorily complete during their third or fourth year of their MD training a two-month rotation through each of the core rotations of medicine, surgery, pediatrics, obstetrics/gynecology, and psychiatry in an accredited hospital or program; or for prior year graduates a similar combination of rotations during an Internship year.

  5. Applicants must not have been out of medical school, postgraduate training, or practice for longer than three years and an account of all gaps in medical education and clinical practice must be provided.

  6. Applicants will be required to obtain a certificate of good standing when they have held a license, or have been registered, with a regulatory authority.

  7. Applicants will be required to complete a specific application form for the College.

  8. The application process must be completed and fees paid before individuals can begin their training program. All information provided on the CPSNL application must be substantiated before clearance for registration is issued.

  9. IMGs are required to have their documents verified through Physician Credentials Registry of Canada (PCRC). This process can take several weeks/months to complete. Individuals are therefore urged to take care of this matter immediately following notification of a successful match to Memorial University. For further information see the PCRC website at www.pcrc.org.

Notice to all applicants:

It should be noted that the College (CPSNL) will screen applications at the request of the Postgraduate Medical Education Office only. Individuals are therefore advised not to contact the College for an opinion or assessment regarding their eligibility for the Educational Register. All screening and assessment of applicant files will take place during the designated time in the selection cycle, through consultation between the respective program, the Postgraduate Medical Education Office and the College.

Individuals who are considering the liquidation of major personal assets as part of a move to Newfoundland affiliated with a residency position are cautioned that final acceptance to our program is contingent on clearance from the College of Physician's and Surgeons of Newfoundland and Labrador.

Nova Scotia, New Brunswick & Prince Edward Island

2010 Information

Admission to Dalhousie University Postgraduate Medicine R-1 (PGY1) positions is conducted through the Canadian Resident Matching Service (CaRMS). The first iteration of the CaRMS match will include two parallel streams. You must be a Canadian Citizen or Permanent Resident of Canada to apply to either stream. The definition of a Permanent Resident is a Canadian immigrant who has permanent resident status in Canada but is not yet a Canadian citizen.

One stream will be for Canadian Medical School graduates who have not had previous post-MD/clinical training.

The second stream will be open to International Medical Graduates who have not had previous Canadian post-MD/clinical training. There will be a selection of programs in both Family Medicine and Specialty training that will be made available. All international medical graduates will be required to sign a return of service contract with the Ministry of Health for either the Province of Nova Scotia, New Brunswick or Prince Edward Island, in the specialty (including Family Medicine) to which they have been matched prior to starting their residency.

All unfilled positions will open to all candidates including graduates of Canadian medical Schools and IMGs who fulfill the eligibility criteria. Applicants in the second iteration who are accepted to unfilled first iteration IMG positions will be required to sign a return of service contract with the Ministry of Health for either the Province of Nova Scotia or New Brunswick, in the specialty (including Family Medicine) to which they have been matched.

The positions allocated to the IMG stream for 2010 and the Department of Health they will have a RoS with, are as follows:

Nova Scotia Department of Health: Family Medicine sites in Halifax, Sydney, Saint John, Moncton and Fredericton, Internal Medicine (without subspecialty)-Halifax site, Anesthesiology, General Surgery and Psychiatry.

New Brunswick Department of Health: Internal Medicine (without subspecialty)- Saint John site.

Prince Edward Island Department of Health: Family Medicine Prince Edward Island site.

Information regarding RoS and contacts is noted below.

The following 5 requirements for International Medical Graduates must be provided in order to be considered for residency training at Dalhousie University:

It should be noted that International Medical Graduates who have previous post-graduate training in either Canada or the United States that is creditable for the Royal College of Physicians and Surgeons or for the College of Family Physicians of Canada certification are not eligible for to participate in CaRMS in the first iteration for Dalhousie University positions.

1. Legal Status

IMG must be a Canadian citizen or Permanent Resident and submit one of these at the time of application.

  • Notarized/certified photocopy of Birth Certificate issued by an authority in Canada with any photo ID, or

  • Notarized/certified photocopy of Canadian Passport or

  • Notarized/certified photocopy of Canadian citizenship certificate, Record of Landing; or

  • Notarized/certified photocopy of Permanent Resident Card/Canadian Citizen Card

2. Proof of MD Degree

IMGs must be a graduate of an acceptable medical school on the Foundation for Advancement of International Medical Education and Research (FAIMER) list.

A notarized/certified copy of medical school marks/transcripts and medical degree/diploma must be submitted. Documents that are not in English must be accompanied by a notarized translation.

3. Language

Because English is the language of study at Dalhousie, all applicants whose first language is not English must provide proof of proficiency. You must have achieved the required proficiency in one of the following English language tests:

Test of English as a Foreign Language (TOEFL)

  • Minimum score 600 for paper based,
  • Minimum score 250 for computer based,
  • Minimum score 100 for internet based (IBT); or

International English Language Testing System (IELTS)
We require a band score of 7.

Scores that are less than those stated above will not be considered.

Exemptions to English language tests will be made only if the language of instruction throughout the entire undergraduate medical education curriculum was in English, a letter of attestation of this from the Dean of the Medical School must be provided with the application.

4. Medical Council of Canada

A current pass in the Medical Council of Canada Evaluating Exam (MCCEE) is required, and if applicants provide proof of performance on the Medical Council of Canada Qualifying Exams (MCCQE) (parts 1 and 2) or the United States Medical Licensing Examination (USLME) Parts 1, 2 and 3 this will also be considered. To be eligible to take the Medical Council of Canada Qualifying Examination Part 1, your medical school must be listed in the World Health Organization Directory of Medical Schools.

5. Provincial Licensure Requirements

All applicants must be eligible to register for an Educational License with the College of Physicians and Surgeons of Nova Scotia, New Brunswick and Prince Edward Island. A requirement for the CPS-NS is that international medical graduates must include proof as part of the completed license application that verification through the PCRC has been initiated.

Other criteria

  • Preference will be given to international medical graduates who are living in the Atlantic Provinces working in an area of health care.
  • Preference will be given to international medical graduates who have the Clinical Assessment for Practice Program (CAPP) or equivalent.
Return of Service

In the CaRMS process, a number of residency positions will require Return of Service (RoS) commitments. In the first round of the CaRMS process, these positions will be available to International Medical Graduates (IMGs) only. However, in the second round of the CaRMS process, both IMGs and Canadian Medical Graduates (CMGs) will be eligible to apply for these positions. Those individuals (IMG or CMG) who are matched through CaRMS to residency positions associated with Return of Service (RoS) commitments will be required to sign a contract for RoS to a specific Maritime province. The basic conditions of the RoS contract that will be employed have been developed jointly by the four Atlantic Provinces and incorporates a length of return service equal to the number of years the physician spent in his/her residency training program.

If a resident does not meet the terms of the return of service agreement, repayment will be required, subject to the conditions specific to each province.

The positions allocated to the IMG stream for 2010 and the Department of Health they will have a RoS with is as follows:

Nova Scotia Department of Health: Family Medicine sites in Halifax, Sydney, Saint John, Moncton and Fredericton, Internal Medicine (without subspecialty)-Halifax site, Anesthesiology, General Surgery and Psychiatry.

2010 Information

Applicants who are international medical school graduates, and who wish to obtain information on the practice of medicine in Québec, as well as the possibility of completing residency in Québec, should contact the provincial licensing body for information on the evaluation process. International medical graduates eligible for applying to Québec programs, will be required to provide the letter from la Conférence des vice-doyens aux études médicales postdoctorales des facultés de médecine du Québec (CVDFM) to confirm their status. Candidates eligible for the «contingent particulier» shall apply directly to the school of their choice.

Previous Year Graduates

In Quebec, only previous year graduates who have never undertaken postgraduate training in Canada or the United States can be considered via CaRMS.

Applying to a Quebec Faculty of Medicine

Admission to residency training programs in Québec via CaRMS is limited to graduates of accredited medical schools in Canada and the United States of America and International Medical Graduates who complete the equivalence process of the Collège des médecins du Québec. Government regulations in Québec do not allow us to consider out-of-province visa students for admission to our programs.

International Medical Graduates who complete the equivalence process of the Collège des médecins du Québec can be considered via the First Iteration of the CaRMS Match provided they complete the application process before the deadline (November 30, 2009 for admission in 2010). For Quebec, only candidates who participated in the first iteration of CaRMS can be considered for admission during the second iteration.

An American medical graduate seeking postgraduate training in Québec who is an American Citizen and not a dual citizen Canada and USA, must apply under a special quota called the "contingent particulier". Candidates must apply outside the CaRMS match, directly to the school of their choice.

PROOF OF CITIZENSHIP must be submitted with each application.

Out of province Visa Students are not eligible to apply to Quebec programs. Quebec MD Visa Students are eligible to apply to Quebec programs.

Ontario

(Updated July 3, 2009) - The Ontario Faculties of Medicine and Ontario Ministry of Health & Long-Term Care have agreed to the following policies 2010 PGY1 match. It is important to note that individual programs may have specific criteria that are used to review applications. Please carefully review the program specific criteria as well as the provincial criteria listed below.

General
The CaRMS match at Ontario medical schools will be open to both:

  • Graduates of LCME/CACMS accredited schools or a school of osteopathic medicine who are Canadian Citizens/Permanent Residents and NOT previously registered in a postgraduate medical training program; (CMG)
  • International Medical Graduates (IMG).

First Iteration: There will be two parallel streams (CMG and IMG), with designated positions for each stream. There will be no crossovers or transfers across the two streams.

Second Iteration: All unfilled positions will be committed to the second iteration of CaRMS and will be open to all candidates including graduates of Canadian medical schools (CMGs) and international medical graduates (IMGs) who fulfill the eligibility criteria.

Matched Applicants: On behalf of the Ontario medical schools, once an applicant is matched to an Ontario postgraduate training program, CaRMS will provide their electronic data file to the Ontario Physician Human Resource Data Centre (OPHRDC). OPHRDC will then provide the data to the matched university's postgraduate education office, the provincial licensing body, and the provincial resident organization.

International Medical Graduate requirements:
  1. International Medical Graduates who have previous post-graduate training in the U.S. or Canada which would be creditable for the Royal College of Physicians and Surgeons of Canada or the College of Family Physicians of Canada certification are ineligible for the first iteration. IMGs with non-creditable training (e.g. Fellows) are eligible for the first/second iteration.

  2. IMGs who have failed their AVP are ineligible to apply to the same specialty, but may apply to different specialty in the first and/or second iteration.

  3. IMGs with independent licenses (restricted or unrestricted) are ineligible to apply to CaRMS and may wish to consider the Ontario Ministry of Health and Long-Term Care's Re-Entry program (http://www.health.gov.on.ca/english/providers/ministry/recruit/reentry_training.html) or the Centre for Evaluation of Health Professionals Educated Abroad's assessment for PGY2+ (http://www.cehpea.ca).

  4. IMGs holding return of service (ROS) obligations must disclose at time of application. IMGs who have undischarged ROS obligations may not be eligible to begin Ministry-funded training positions in Ontario. Such individuals may wish to contact the Ministry for further information.

  5. IMGs who begin Ministry-funded, 24-month physician assistant (PA) employment contracts in 2009/10 as part of Ontario's PA demonstration projects are not eligible to apply for Ontario residency positions that begin during this 2 year commitment to the project.

  6. Legal Status – IMGs must be Canadian Citizens/Permanent Residents and submit one of the following verifications to CaRMS at the time of application (photocopies acceptable):
    • Notarized/certified photocopy of Birth Certificate issued by an authority in Canada with any photo ID, or
    • Notarized/certified photocopy of Canadian Passport, or
    • Notarized/certified photocopy of Canadian citizenship certificate, Record of Landing; or
    • Notarized/certified photocopy of Permanent Resident Card/Canadian Citizen Card.

  7. Proof of MD Degree

    IMGs must be graduates of an acceptable medical school on the Foundation for Advancement of International Medical Education and Research (FAIMER) list.

    Students applying in the last year of medical school will need to submit their most recent marks/transcripts, and will need to provide proof of their MD to the College of Physicians and Surgeons of Ontario (CPSO) prior to the start of residency training.

  8. MCCEE

    IMGs must have written and passed the Medical Council of Canada Evaluating Examination (MCCEE). Proof of passing the MCCEE must be provided prior to the Match.

  9. Language Proficiency

    All IMG candidates must demonstrate fluency in English or French through ONE of the following:

    • TSE-P Score Date and TOEFL Score Date, and Essay Writing Score
      TSE-P: Minimum score 50, prior to July 1995 minimum score 220.
      TOEFL: Minimum score 237, or minimum score 580 for paper-based test.
      OR
    • TOEFL-Ibt Score Date Writing Section Score - Passing score of 93 including a minimum score of 24 on the speaking section.
      OR
    • A pass result in the French proficiency test administered by the Collège des Médecins du Québec.

      OR
    • Candidates for whom their primary and secondary, or medical school education was conducted in English or French, the Ontario medical schools will accept Language Proficiency Attestations as follows:

    Primary and Secondary: Mailed directly from the Senior Academic Administrators of both schools to the program confirming that all of the candidate's primary and secondary education was conducted completely in English or French.

    Medical School: Mailed directly from the Dean of the candidate's medical school confirming that the language of instruction and patient care was conducted completely in English or French.

    OR

    • FAIMER Language Option - If the instruction and the language of patient care at the undergraduate medical school was conducted completely in English or French, then a candidate can submit to the Program a copy or printout of the FAIMER website (http://imed.ecfmg.org) listing the medical school which clearly states that the language of instruction is English or French.

      Candidates also have to answer the following question:
      Was the language of patient care conducted completely in English or French?
      Yes/No

    Regarding Demonstration of Language Proficiency, please note the following:

    • Notarized/certified documents must be submitted. Photocopies are acceptable
    • Language Proficiency Attestations will not be accepted from the candidate or a third party.
    • Language Proficiency results will not be accepted by fax or e-mail.
    • Community medicine candidates must also receive a minimum score of 5.0 on the essay section of TOEFL or a score of 22 on the writing score of TOEFL-Ibt.

  10. Return of Service:

    All IMGs will be required to sign a return of service contract with the Ministry of Health and Long Term Care of the Province of Ontario, in the specialty (including Family Medicine) to which they have completed residency training.

  11. Pre-Residency Assessment:

    IMG candidates accepted to all residency programs will be required to complete a Pre-Residency Program (PRP), administered by CEHPEA prior to entering into a residency program. This may result in a delay of the start date of the residency program due to capacity to conduct the PRP.

  12. Assessment Verification Period

    All IMG candidates accepted to residency training programs (Family Medicine and specialty) will be required to undergo an Assessment Verification Period (AVP). This assessment period is 12 weeks in length and is required by the College of Physicians and Surgeons of Ontario to meet its licensure requirements. If the candidate does not successfully complete the AVP, he or she must leave the residency training program.

    IMGs must meet the licensing criteria for registration with the College of Physicians and Surgeons of Ontario (CPSO) for postgraduate education. See the CPSO's website for information: http://www.cpso.on.ca/Info_physicians/info_phys.htm

Manitoba

2010 Information - Updated August 5, 2008

The University of Manitoba Faculty of Medicine and Province of Manitoba Health Authorities have agreed to the following policies for the 2010 PGY1 match:

The first iteration of the CaRMS match will be open to both International Medical and Canadian Graduates. US graduates are given reciprocity with Canadians.

Remaining positions after the first iteration will be open to both Canadian and internationally-trained medical graduates in the second round, as well as physicians currently training and in practice.

IMG candidates must meet the following requirements:

  • Be a graduate of a medical school listed by FAIMER
  • Be a permanent resident or citizen of Canada (notarized proof required)
  • Have a TOEFL score of at least 100 computer-based (TOEFL-iBT) with minimum score of 25 for speaking and listening, or 600 written
  • A pass mark on the MCCEE exam

IMG candidates who match are required to attend mandatory 4-week orientation program in June; remuneration shall be provided, and ACLS certification course if resident program requires it.

Saskatchewan

Policies for the 2010 R-1 Match

The Ministry of Health and the University of Saskatchewan have agreed to the following policies for the 2010 R-1 match. The first iteration will consist of two parallel streams, a Canadian Medical Graduate (CMG) stream and an International Medical Graduate (IMG) stream, with designated positions for each stream. There will be no crossovers or transfers across the two streams in the first or second iteration.

All applicants (CMG and IMG) must be Canadian Citizens or Permanent Residents at the time of application.

CMG Stream

First Iteration: The CMG Stream in the First Iteration is open to Canadian Medical School graduates who have not had previous post-MD/clinical training. Individuals matched to positions in the CMG stream will not be required to sign a Return of Service contract with the exception of individuals matched to conjoined or sponsored training positions available in the following disciplines: UofS/UBC Internal Medicine/Dermatology; UofS/UofM Core Surgery/Plastic Surgery; UofS/UofA Internal Medicine/Dermatology; UofS sponsored U of A Emergency Medicine; UofS sponsored U of A Plastic Surgery; UofS sponsored U of A Otolaryngology. For more information on the Return of Service requirements, please review the individual program descriptions for the conjoined and sponsored positions. CMG applicants must meet the eligibility criteria and requirements outlined in the University of Saskatchewan Information Overview.

Second Iteration: The CMG Stream in the Second Iteration is open to all Canadian Medical School graduates and International Medical Graduates who meet the eligibility criteria and requirements outlined in the University of Saskatchewan Information Overview as well as additional requirements for second iteration as outlined in individual CMG stream program descriptions. Individuals matched to positions in this stream will not be required to sign a Return of Service contract with the exception of individuals matched to vacant positions in conjoined or sponsored training positions (see above).

Successful IMG applicants matched through the CMG Stream in the Second Iteration will be offered and strongly encouraged to participate in a six week IMG orientation period which will take place prior to the commencement of their residency training program. The outcome of the orientation period will not impact their ability to commence their residency training.

NOTE: Applicants to CMG Stream programs must review individual CMG program descriptions for additional details and requirements to ensure their application meets eligibility criteria.

IMG Stream

First Iteration: The IMG Stream is open to International Medical Graduates who have resided in Canada for a minimum period of two years (at the time of application) and who have never been licensed to practice medicine in Canada. The program is not open to licensed physicians who wish to re-train in a different discipline.

Positions in this stream are available in the following programs: IMG-Anesthesia; IMG-Family Medicine (Saskatoon); IMG-General Surgery; IMG-Pediatrics (4-year program only - not subspecialties). Applicants matched to IMG stream programs cannot transfer to another program.

Individuals matched through the IMG Stream will be required to sign a Return of Service contract.

Individuals matched through the IMG Stream will be required to pass a mandatory assessment/orientation period of at least six weeks prior to the commencement of their residency training program at the University of Saskatchewan.

IMG applicants must meet the eligibility criteria and requirements outlined in the University of Saskatchewan Information Overview as well as additional requirements outlined in the individual IMG stream program descriptions.

Second Iteration: The IMG Stream in Second Iteration is open only to International Medical Graduates who did not apply in the first iteration. In addition, applicants must have resided in Canada for a minimum period of two years (at the time of application) and cannot have ever been licensed to practice medicine in Canada.

Individuals matched through the IMG Program Stream will be required to sign a Return of Service contract.

Individuals matched through the IMG Stream will be required to undertake and pass a mandatory assessment/orientation period of at least six weeks prior to the commencement of their residency training program at the University of Saskatchewan.

IMG applicants must meet the eligibility criteria and requirements outlined in the University of Saskatchewan Information Overview as well as additional requirements outlined in the individual IMG stream program descriptions.

International Medical Graduate Requirements:

All applicants who are International Medical Graduates must meet the following requirements to be eligible to apply to University of Saskatchewan residency training programs in the R-1, R-3 or R-4 matches.

Legal Status: Must be a Canadian Citizen, Permanent Resident or Landed Immigrant at the time of application and must submit a notarized/certified photocopy of one of the following:

  • Birth Certificate issued by an authority in Canada with any photo ID, or
  • Canadian Passport, or
  • Canadian Citizenship Certificate, Record of Landing; or
  • Permanent Resident Card/Canadian Citizen Card (must provide copies of both sides of card)

MCCEE: Must provide proof of passing the Medical Council of Canada Evaluating Examination (MCCEE) at the time of application. Priority may be given to those who have successfully completed the MCCQE (Part I).

Proof of MD Degree and Medical School Transcripts: Must be a graduate of an acceptable medical school as identified by: WHO Directory of Medical Schools (World Health Organization); or, FAIMER International Medical Education Directory (Foundation for Advancement of International Medical Education and Research). A notarized/certified copy of medical school marks/transcripts and medical degree or diploma must be submitted. Documents that are not in English must be accompanied by a notarized translation.

English Language Requirement: Must provide proof of English language proficiency. Applicants whose undergraduate medical school training was in a language other than English must provide proof of obtaining a minimum score of 100 on the iBT (internet-based) Test of English as a Foreign Language (TOEFL). (Note: Computer-based and paper-based exam results will not be accepted.) The only exception is if the language of instruction throughout the entire undergraduate medical education curriculum was in English; if so, a letter of attestation of this from the Dean of the Medical School must be provided with the application. (NOTE: Although the letter of attestation will be accepted it is preferred that applicants submit TOEFL results.)

NO EXCEPTIONS CAN BE MADE for the English Language Requirements as outlined above. We do not accept a copy of the FAIMER page for the applicant's medical school as proof of English language proficiency.

Alberta

2010 Information - Updated January 28, 2010

Admission to Alberta programs in the First Iteration is limited to graduates of medical schools accredited by the Liaison Committee on Medical Education (LCME).

Canadian citizens and permanent residents who are graduates of non-LCME accredited medical schools who wish to do postgraduate medical training in Alberta are eligible to apply to CaRMS Second Iteration (for the University of Alberta only) provided they have been assessed by the Alberta International Medical Graduate Program (AIMG). All AIMG candidates matched to residency training programs at the University of Alberta in the CaRMS Second Iteration will first be required to successfully complete the AIMG Externship. This assessment and orientation period is required by the University of Alberta to meet their admission requirements prior to the commencement of residency. Therefore only those candidates who successfully complete the Externship will be eligible to begin the residency program to which they matched.

British Columbia

UBC Faculty of Medicine policies for the 2010 R-1 match

1st Iteration

The 1st iteration of the CaRMS match will include two parallel streams; Canadian Medical Graduate (CMG) Stream and International Medical Graduate (IMG) Stream, each having designated positions. There will be no cross-over or transfer between the two streams. Candidates must be Canadian Citizens or Permanent Residents of Canada to be eligible for either stream.

CMG Stream

The CMG stream is limited to graduates of LCME/CACMS-accredited medical schools in Canada and the United States, and graduates of schools of osteopathic medicine in the United States. The CMG stream is restricted to those who have no previous postgraduate training.

IMG Stream

International Medical Graduates (IMG's) will be eligible for designated positions in the first iteration. IMG Candidates must meet the following requirements:

  • Hold a medical degree from an acceptable medical school on the Foundation for Advancement of International Medical Education and Research (FAIMER) list. (Mandatory)
  • Have IMG-BC Program requirement of mandatory OSCE.
  • Have IMG-BC Program clinical assessment (optional). Requirements for the Assessment Program for BC can be found on their website at http://www.imgbc.med.ubc.ca

A Return-of-service (RoS) condition is attached to these positions (see BC RoS contract, revised January 14, 2008);

2nd Iteration

The 2nd iteration will be open to all qualified applicants defined as follows:

Unmatched CMG's;

Physicians currently in training and in practice

Eligible IMG's with or without a BC IMG Assessment
To be eligible for the second iteration, IMG's must meet the following requirements:

  • Hold a Medical Degree from an acceptable medical school on the Foundation for Advancement of International Medical Education and Research (FAIMER) list
  • Be a Landed Immigrant or Canadian Citizen
  • Passed the Medical Council of Canada Evaluating Exam
  • Taken the TOEFL exam and achieved a minimum score of 100 (Internet Based); 250 (Computer score) or 600 (Paper based)
