Medicine Subspecialty Match (MSM)

Training Level

The first iteration is open to residents currently in a recognized Royal College PGY3 Internal Medicine program.

Applications that are off-cycle by more than six months (with a start date after December 31st) are not eligible for this year's PGY4 match¹.

Positions in the first iteration are not open to PGY4 General Medicine trainees, but if they meet admissions criteria, will be considered for the 2^nd iteration².

Training Program

Dalhousie University will also consider a Canadian and those with permanent resident status who are currently in an accredited United States Internal Medicine Training program, but a copy of the candidates RCPSC Assessment of Training must be provided at the time of application.

All applicants must be eligible to register for an educational license with the College of Physicians and Surgeons of Nova Scotia, New Brunswick and Prince Edward Island. A requirement for the College of Physicians and Surgeons of Nova Scotia is that international medical graduates must include proof, as part of the completed license application, that verification through the PCRC has been initiated.

You must be a Canadian Citizen or Permanent Resident of Canada to apply. Visa residents are not eligible -- those in that category should contact the PGY4 Subspecialty Training Program to inquire about the application process for sponsored residents.

Previous subspecialty training /transfers

Trainees currently enrolled in Canadian or US sub-specialty training will only be considered for the 2^nd iteration.

Licensed Physicians (including those on restricted licenses)

Not eligible

Positions in the first iteration are not open to candidates currently in specialty practice and looking for retraining, but if they meet all other criteria, will be considered for the 2^nd iteration.

Additional IMG Instructions

The following 5 requirements for International Medical Graduates must be provided in order to be considered for residency training at Dalhousie University:

1. Legal Status
IMGs must be a Canadian citizen or Permanent Resident at the time of application. When applying you must submit one of the following verifications:

• Notarized/certified photocopy of Birth Certificate issued by an authority in Canada with any photo identification; or
• Notarized/certified photocopy of Canadian Passport; or
• Notarized/certified photocopy of Canadian citizenship certificate, Record of Landing; or
• Notarized/certified photocopy of Permanent Resident Card/Canadian Citizen Card.

2. Proof of MD Degree
IMGs must be a graduate of an acceptable medical school on the Foundation for Advancement of International Medical Education and Research (FAIMER) list.

A notarized/certified copy of medical school marks/transcripts and medical degree/diploma must be submitted. Documents that are not in English must be accompanied by a notarized translation.

3. Language
Because English is the language of study at Dalhousie, all applicants whose first language is not English must provide proof of proficiency. You must have achieved the required proficiency in one of the following English language tests:

• Test of English as a Foreign Language (TOEFL)
  We require a minimum TOEFL score of 600 for paper based, 250 for computer based, or 100 for internet based (IBT); or,
• International English Language Testing System (IELTS)
  We require a band score of 7.

Scores that are less than those stated above will not be considered.

Exemptions to the English language tests will be made only if the language of instruction throughout the entire undergraduate medical education curriculum was in English. A letter of attestation of this from the Dean of the Medical School must be provided with the application.

4. Medical Council of Canada
A current pass in the Medical Council of Canada Evaluating Exam (MCCEE) is required, as well as Proof of Performance of the Medical Council of Canada Qualifying Exams (MCCQE) (part 1 and 2) or the United States Medical Licensing Examination (USLME) Parts 1, 2 and 3.

Applications for the MCCEE and the MCCQE (part 1) are available from most Canadian Employment and Immigration Commissions outside of Canada. To be eligible to take the Medical Council of Canada Qualifying Examination Part 1, your medical school must be listed in the World Health Organization Directory of Medical Schools.

5. Return of Service
IMGs who have undischarged ROS obligations may not be eligible to begin Ministry-funded training position. IMGs holding return of service (ROS) obligations must disclose pre-existing obligations at the time of their application, and provide a letter of confirmation that s/he can accept a funded position with Dalhousie University Postgraduate Medicine.

First and Second Iteration

The Ontario Faculties of Medicine and Ontario Ministry of Health and Long-Term Care have agreed to the following policies for the 2012 R4 match. It is important to note that individual programs may have specific criteria that are used to review applications. Please carefully review the program specific criteria as well as the provincial criteria listed below. All matched applicants must meet the licensing criteria for registration with the College of Physicians and Surgeons of Ontario (CPSO) for postgraduate education.

Training Level

Will be completing Core Internal Medicine PGY3 ^{(Notes 1 & 2)}.

Training Program

Accredited Core Internal Medicine (Note 1) in a Canadian or U.S. University (ACGME Accredited).

Legal Status

Must be Canadian Citizens/Permanent Residents and must submit one of the following verifications to CaRMS by the Rank Order List deadline. (photocopies acceptable). No other forms of verification acceptable:

• Notarized/certified photocopy of Birth Certificate issued by an authority in Canada with any photo ID, or
• Notarized/certified photocopy of Canadian Passport, or
• Notarized/certified photocopy of Canadian citizenship certificate, Record of Landing; or
• Notarized/certified photocopy of Permanent Resident Card/Canadian Citizen Card - copies of both sides of card must be provided and legible.

Previous subspecialty training /transfers

Trainees currently enrolled in subspecialty training are not eligible. The R4 Match cannot be used for transfers.

Licensed Physicians (including those on restricted licenses)

Trainees currently enrolled in Core Internal Medicine (Note 1) in a Canadian Medical School, who hold a postgraduate education certificate of registration or equivalent in their province are eligible for the Match. Physicians in full-time practice are not eligible.

1. CMGs, USMGs, or IMGs, who are PGY3 trainees in 2011-12 and registered in a Core Internal Medicine (Notes 1 & 4) residency program in Canada or U.S. are eligible to apply.
   
   
2. IMGs in U.S. Core Internal Medicine programs are to be ranked after the Ontario IMGs.
   
   
3. Sponsored Residents (Foreign Governments) may apply directly to the school/program for subspecialty training. These positions are supernumerary and not part of the CaRMS R4 Match process.

Requirements for International Medical Graduates:

1. Proof of MD Degree
   
   IMGs must be graduates of an acceptable medical school on the Foundation for Advancement of International Medical Education and Research (FAIMER) list. Confirmation of FAIMER status MUST be provided by submitting a copy or printout from the FAIMER website (FAIMER).
   
   A notarized/certified copy of medical school marks/transcripts and medical degree/diploma must be submitted. Documents that are not in English must be accompanied by a notarized translation.
   
   
2. MCCEE
   
   IMGs must have written and passed the Medical Council of Canada Evaluating Examination (MCCEE). Proof of passing the MCCEE must be provided by the Rank Order List deadline.
   
   
3. Language Proficiency
   
   All IMG candidates must demonstrate fluency in English or French through ONE of the following:
   
   
   1. TSE-P Score Date and TOEFL Score Date, and Essay Writing Score -
      TSE-P: Minimum score 50, prior to July 1995 minimum score 220.
      TOEFL: Minimum score 237, or minimum score 580 for paper-based test.
      OR
   2. TOEFL-Ibt Score Date Writing Section Score - Passing score of 93 including a minimum score of 24 on the speaking section.

   3. A pass result in the French proficiency test administered by the Collège des Médecins du Québec.
      OR
   4. Candidates for whom their primary and secondary, or medical school education was conducted in English or French, the Ontario medical schools will accept Language Proficiency Attestations as follows:
      
      Primary and Secondary Education:
      
      • Mailed directly from the Senior Academic Administrators of both schools to the program confirming that all of the candidate's primary and secondary education was conducted completely in English or French
      
      Medical School:
      
      • Mailed directly from the Dean of the candidate's medical school confirming that the language of instruction and patient care was conducted completely in English or French.
      OR
      
   5. FAIMER Language Option - If the instruction and the language of patient care at the undergraduate medical school was conducted completely in English or French, then a candidate can submit to the Program a copy or printout of the FAIMER website (FAIMER) listing the medical school which clearly states that the language of instruction is English or French.
      
      Candidates also have to answer the following question:

   Regarding Demonstration of Language Proficiency, please note the following:
   
   
   1. Notarized/certified documents must be submitted. Photocopies are acceptable.
   2. Language Proficiency Attestations will not be accepted from the candidate or a third party.

4. Licensing
   IMGs must meet the licensing criteria for registration with the College of Physicians and Surgeons of Ontario (CPSO) for postgraduate education. See the CPSO's website for information: CPSO IMGs may be required to complete an AVP (Assessment Verification Period).
   
   IMGs with independent licenses (restricted or unrestricted) are ineligible to apply to CaRMS and may wish to consider the Ontario Ministry of Health and Long-Term Care's Re-Entry program (Re-Entry Program) or the Centre for Evaluation of Health Professionals Educated Abroad's assessment for PGY2+. http://www.chepea.ca/examnations/advancedSpecialtyTraining.htm
   
   As of January 2012, the College of Physicians and Surgeons of Ontario (CPSO) requires all International Medical Graduates to have their documents verified through the Physician Credentials Registry of Canada (PCRC). This process can take several weeks/months to complete. Individuals are advised to contact PCRC immediately upon notification of acceptance. Please see the PCRC website at www.pcrc.org
   
   ANY DELAYS IN PROVIDING ALL REQUIRED DOCUMENTATION TO CPSO MAY RESULT IN A DELAY IN ISSUANCE OF LICENSURE AND A DELAY IN START OF POSTGRADUATE TRAINING BEYOND JULY 1ST.

Return of Service

1. IMGs are required to sign a return of service contract with the Ministry of Health and Long Term Care of the Province of Ontario in accordance with the conditions of the Ministry's return of service (ROS) programs.

2. Any candidate with an ROS commitment in any jurisdiction or the Canadian Forces must declare it on his/her application.

Any candidate with an ROS commitment in another jurisdiction must submit an undertaking from his/her provincial government/Health Care Authority or other entity that the entity will permit the candidate to complete his/her ROS in Ontario before beginning the ROS in the other jurisdiction. This requirement does not apply to ROS commitments to the Canadian Forces.
   
   
4. Any candidate with an ROS commitment in another jurisdiction must submit an undertaking that he or she will complete his/her ROS in Ontario before beginning the ROS in the other jurisdiction(Note 3). This requirement does not apply to ROS commitments to the Canadian Forces.

Training Level

The R-4 match at the University of Saskatchewan is open to PGY-3 Internal Medicine residents studying at medical institutions in Canada and the United States. In addition, PGY-4 General Internal Medicine or Core Internal Medicine residents are also eligible to apply.

Applicants who are not eligible at the University of Saskatchewan include:

• VISA students studying at Canadian Medical Schools (and those with work permits). The University of Saskatchewan has a postgraduate training agreement with the Embassy of the State of Kuwait (ESK). Applicants sponsored by the ESK must apply to our R-4 programs outside the CaRMS match.
  
  
• Students whose postgraduate training is funded by the Department of National Defense.

Successful applicants must be eligible for and maintain registration with the College of Physicians and Surgeons of Saskatchewan for an educational register license.

Successful applicants must be eligible for and maintain privileges within the Saskatchewan Health Region as determined by its credentialing process. Saskatchewan Health Regions require successful applicants to submit a current criminal record check as part of its pre-resident application for appointment. Applicants with criminal records will be considered on a case by case basis by the College of Medicine in consultation with the Health Region.

ROS Applicants funded by Saskatchewan Ministry of Health (IMG Postgraduate Training Program):
Applicants with a Return of Service agreement under the Saskatchewan Health IMG Postgraduate Training Program must obtain prior approval from the Saskatchewan Ministry of Health to apply for subspecialty training at the University of Saskatchewan and/or any other medical school in Canada.

Applicants from other Canadian provinces must declare any Return of Service obligations on their application and may be disqualified if their provincial obligations preclude subspecialty training. Applicants are required to provide written verification from their funding agency confirming they are eligible to apply to the 2012 R-4 match.

ACLS
All successful applicants are required to have completed an ACLS course prior to commencement of training. Proof of current ACLS certification must be provided to the College of Medicine, University of Saskatchewan prior to starting the training program on July 1, 2012.

Immunizations
For the protection of the individual resident and their patients, all successful applicants are required to submit immunization records and proof of immunity (titres) to the Saskatoon Regional Health Authority prior to commencement of training on July 1, 2012. Additional Criteria for IMG trainees

MCCEE: IMG applicants must provide proof of passing the Medical Council of Canada Evaluating Examination (MCCEE) at the time of application.

English Language Requirement: IMG applicants must provide proof of English language proficiency. Applicants whose undergraduate medical school training was in a language other than English must provide proof of achieving a TOEFL score as follows (within the last four years): ≥600 on the written based exam, ≥250 on the computer based exam, or ≥100 on the iBT (internet-based).

The only exception to the English language requirement is if the applicant completed their entire undergraduate medical education in one of the following countries: United States, United Kingdom, Ireland, Australia or New Zealand.

NO EXCEPTIONS CAN BE MADE for the English Language Requirements as outlined above. We do not accept a copy of the FAIMER page for the applicant's medical school as proof of English language proficiency.

MCCEE: Applicants who have trained in the United States must provide proof of passing the Medical Council of Canada Evaluating Examination (MCCEE) at the time of application. US trainees who are specialist certified by a member board of the American Board of Medical Specialties may request an exemption from the MCCEE and can provide the letter of exemption from the Medical Council of Canada in lieu of MCCEE results.

RCPSC Ruling Letter: Applicants who have Canadian citizenship or permanent resident status and who are training in the United States in an Internal Medicine Program must provide a ruling letter from the Royal College of Physicians and Surgeons of Canada.

Residents in the second last year of any of these programs (Core Internal Medicine, Anesthesiology, Cardiac Surgery, Emergency Medicine, General Surgery or an Internal Medicine Subspecialty) are eligible, provided they can be credentialed for both programs after 2 years in Critical Care Medicine.

Residents who are otherwise eligible but have promotion or completion dates between July 1 and December 31, 2012 are also eligible but must declare their off-cycle start date on the application form.

Residents who are otherwise eligible but have completion dates after December 31, 2012 should apply to the 2013 match.
