Ceci équivaut donc à être en 2ème année de formation postdoctorale en médecine familiale ou d’avoir passé les examens terminaux québécois menant au permis de pratique en médecine familiale.
Critères de base pour les facultés de médecine du Québec
Pour être admissibles au Québec, les candidats doivent être détenteurs d'un diplôme MD d'une faculté de médecine du Canada ou des États-Unis ou diplômés hors du Canada et des États-Unis (DHCEU) et avoir préalablement obtenu la reconnaissance de leur diplôme MD auprès du Collège des médecins du Québec. Ils doivent être en 2ème année de résidence en médecine familiale ou avoir réussi l'examen de certification en médecine familiale du Collège des médecins de famille du Canada.

United States Medical Graduates
All graduates of ACGME accredited programs can become eligible and sit the examination during the final six months of their program or after completion of training. They must join the CFPC as resident members, and provide evidence that they are registered in an accredited program.
To be actually granted certification they must:
- pass the CCFP exam,
- provide evidence of having completed their training (as do Canadian FM residents) and
- they must also sit and pass the American Board exam in family medicine (normally held in July of the year they complete training)
Certification is granted as soon as we receive confirmation of their Diplomate status with the American Board of Family Medicine.

The Ontario Faculties of Medicine and Ontario Ministry of Health and Long-Term Care have agreed to the following policies for the 2012 PGY3 FM EM match. It is important to note that individual programs may have specific criteria that are used to review applications. Please carefully review the program specific criteria as well as the provincial criteria listed below. All matched applicants must meet the licensing criteria for registration with the College of Physicians and Surgeons of Ontario (CPSO) for postgraduate education.
New in 2012-13 additional Health Canada funded PGY3 FM EM positions are available to both PGY2 residents and independently licensed family physicians. These positions have a return of service requirement.
Applicants to the Ontario PGY3 FM/Emergency Medicine programs must meet the following criteria:
- Legal Status: Must have Canadian Citizenship or Permanent Residency and must submit one of the following verifications to CaRMS by the Rank Order List deadline (photocopies acceptable). No other forms of verification acceptable:
- Notarized/certified photocopy of Birth Certificate issued by an authority in Canada with any photo ID, or
- Notarized/certified photocopy of Canadian Passport, or
- Notarized/certified photocopy of Canadian citizenship certificate, Record of Landing; or
- Notarized/certified photocopy of Permanent Resident Card/Canadian Citizen Card - copies of both sides of card must be provided and legible.
- PG Enrolment: Currently enrolled as a PGY2 in a Canadian Family Medicine residency program (see notes 1, 2 & 3 below). NOTE: Independently Licensed Physicians in Canada are eligible for the Health Canada funded PGY3 FM EM positions only.
- Source of MD: Graduate of Canadian, U.S., or International Medical School (see notes 4 & 5 below).
Notes:
- Family Physicians who completed their PGY2 training and are currently in practice are not eligible for the PGY3 FM Emergency Medicine Match but may apply to the supernumary Health Canada funded PGY3 FM EM positions (see program descriptions) or access PGY3 FM Emergency Medicine training via the Ontario Ministry of Health and Long-Term Care's Re-entry Program. Re-Entry Program information is available at the following website: MOHLTC
- Off-cycle applicants (i.e. those completing the PGY2 year after or significantly before June 30th) must declare the completion date of their PGY2 FM training in the application package or cover letter. While some programs are able to admit residents off-cycle, others are not.
- Residents currently enrolled in ACGME accredited Family Medicine residency programs in the U.S. who are Canadian citizens or Permanent Residents may apply to the PGY3 FM Emergency Medicine Match if they meet the CFPC requirements outlined on the College of Family Physicians of Canada website at: http://stage.cfpc.ca/Application_and_Requirements_for_Residency_Eligibility/
- IMGs are required to sign a return of service (ROS) contract with the Ministry of Health and Long Term Care of the Province of Ontario in accordance with the conditions of the Ministry's ROS programs. Ontario IMG will not be required to fulfill an additional ROS, but should contact the MOHLTC regarding current ROS commitment.

- Return of Service:
- Any candidate with a Return of Service (ROS) commitment in any jurisdiction or the Canadian Forces must declare it on his/her application.
- Any candidate with an ROS commitment in another jurisdiction must submit an undertaking from his/her provincial government/Health Care Authority or other entity that the entity will permit the candidate to complete his/her ROS in Ontario before beginning the ROS in the other jurisdiction. This requirement does not apply to ROS commitments to the Canadian Forces.
- Any candidate with an ROS commitment in another jurisdiction must submit an undertaking that he or she will complete his/her ROS in Ontario before beginning the ROS in the other jurisdiction. This requirement does not apply to ROS commitments to the Canadian Forces.
The ROS to Ontario must commence within the timeframe set out in the ROS contract with Ontario and is to be done in a location as approved by the Ontario Ministry of Health and Long-Term Care, in accordance with that contract.
Requirements for International Medical Graduates:
A. Eligibility:
- Proof of MD Degree
IMGs must be graduates of an acceptable medical school on the Foundation for Advancement of International Medical Education and Research (FAIMER) list. Confirmation of FAIMER status MUST be provided by submitting a copy or printout from the FAIMER website (FAIMER).
A notarized/certified copy of medical school marks/transcripts and medical degree/diploma must be submitted. Documents that are not in English must be accompanied by a notarized translation.
- MCCEE
IMGs must have written and passed the Medical Council of Canada Evaluating Examination (MCCEE). Proof of passing the MCCEE must be provided by the Rank Order List deadline.
- Language Proficiency
All IMG candidates must demonstrate fluency in English or French through ONE of the following:
- TSE-P Score Date and TOEFL Score Date, and Essay Writing Score -
TSE-P: Minimum score 50, prior to July 1995 minimum score 220.
TOEFL: Minimum score 237, or minimum score 580 for paper-based test.
OR
- TOEFL-Ibt Score Date Writing Section Score - Passing score of 93 including a minimum score of 24 on the speaking section.
OR
- A pass result in the French proficiency test administered by the Collège des Médecins du Québec.
OR
- Candidates for whom their primary and secondary, or medical school education was conducted in English or French, the Ontario medical schools will accept Language Proficiency Attestations as follows:
Primary and Secondary Education:

Mailed directly from the Senior Academic Administrators of both schools to the program confirming that all of the candidate's primary and secondary education was conducted completely in English or French
Medical School:
-
Mailed directly from the Dean of the candidate's medical school confirming that the language of instruction and patient care was conducted completely in English or French.
OR
-
FAIMER Language Option - If the instruction and the language of patient care at the undergraduate medical school was conducted completely in English or French, then a candidate can submit to the Program a copy or printout of the FAIMER website (FAIMER) listing the medical school which clearly states that the language of instruction is English or French.
Candidates also have to answer the following question:
Was the language of patient care conducted completely in English or French?
Yes/No
Regarding Demonstration of Language Proficiency, please note the following:
- Notarized/certified documents must be submitted. Photocopies are acceptable.
- Language Proficiency Attestations will not be accepted from the candidate or a third party.
- Language Proficiency results will not be accepted by fax or e-mail.
- Licensing
IMGs must meet the licensing criteria for registration with the College of Physicians and Surgeons of Ontario (CPSO) for postgraduate education. See the CPSO's website for information: CPSO IMGs may be required to complete an AVP (Assessment Verification Period).
As of January 2012, the College of Physicians and Surgeons of Ontario (CPSO) requires all International Medical Graduates to have their documents verified through the Physician Credentials Registry of Canada (PCRC). This process can take several weeks/months to complete. Individuals are advised to contact PCRC immediately upon notification of acceptance. Please see the PCRC website at www.pcrc.org
ANY DELAYS IN PROVIDING ALL REQUIRED DOCUMENTATION TO CPSO MAY RESULT IN A DELAY IN ISSUANCE OF LICENSURE AND A DELAY IN START OF POSTGRADUATE TRAINING BEYOND JULY 1ST.
IMGs with independent licenses (restricted or unrestricted) are only eligible to apply for the ROS Health Canada funded PGY3 FM EM positions or may consider the Ontario Ministry of Health and Long-Term Care's Re-Entry program (Re-Entry Program) or the Centre for Evaluation of Health Professionals Educated Abroad's assessment for PGY2+. http://www.cehpea.ca/
- Be a Canadian Citizen or hold Landed Immigrant (Permanent Resident) Status in Canada (proof required in order to ensure eligibility)
- Currently in a Family Medicine Residency program* OR
- Have the CCFP designation
- Must be eligible for registration with the College of Physicians and Surgeons of Manitoba
*Successful applicants must hold a CCFP designation at the time the Emergency Medicine training commences
Applicants to the University of Saskatchewan PGY3 Family Medicine/Emergency Medicine programs must meet the following criteria:
- Must be a Canadian Citizen, Permanent Resident or Landed Immigrant at the time of application.
- Must currently be in a Family Medicine Residency program* OR
- Have obtained the CCFP designation.
- Must be eligible for and maintain registration with the College of Physicians and Surgeons of Saskatchewan for an educational register license.
- Must be eligible for and maintain privileges within the Saskatchewan Health Region as determined by its credentialing process. Saskatchewan Health Regions require successful applicants to submit a current criminal record check as part of its pre-resident application for appointment. Applicants with criminal records will be considered on a case by case basis by the College of Medicine in consultation with the Health Region.
- Applicants who are IMGs must meet the additional criteria listed in the University of Saskatchewan program information/university information.
- Prior to commencement of training, successful applicants must also provide proof of:
- current ACLS certification;
- immunization and immunity to Hepatitis B (Anti-HBs titre), varicella, and rubella, measles and mumps (MMR)
* Successful applicants must hold a CCFP designation at the time the Emergency Medicine training commences.
- Be a Canadian citizen or a permanent resident
AND
- Be currently in a Family Medicine Residency program
OR
- Have the CCFP designation
- current enrollment as a PGY-2 resident in a Canadian Family Medicine residency OR
- practicing physician with a CCFP designation AND
- must be a Canadian Citizen or permanent resident.
- Must be a Canadian citizen or permanent resident
- Currently enrolled in a family medicine program OR
- Already holding CCFP certification
- If applying through the “rural route”, must have the intention to practice in a rural / regional setting
